Ivan says to 電訊台initially, there is no way to tell if a user is abusing/violating Signal TOS, and untill to date, there isn't a protection for such case. But the Signal team did introduced the "Message Request" feature and block strangers messaging/harassing you in the first place, you get the control on who to communicate with. But let's get back to your question: Why should signal knows if a user is violating their TOS, given there already mechanisms preventing such cases?
