We are aware of a report from a U.S. network monitoring company, ThousandEyes, that between around 05:00 to 06:30 on 13.11.2018 (HKT), they noticed their network traffic to Google services would be rerouted to ISPs in Russia, China and Nigeria (
https://blog.thousandeyes.com/internet-vulnerability-takes-down-google/). In particular, a suspicious Border Gateway Protocol (BGP) route announcement on 216.58.192.0/19 was identified. Google also reported that their Google Cloud IP addresses were being erroneously advertised by ISPs other than Google themselves (
https://status.cloud.google.com/incident/cloud-networking/18018), the connectivity issue has been resolved after lasting for around 1.5 hours.
2. There is little information on the affected areas and possible cause on the incident, your attention is drawn to the issue and you are advised to be alerted in particular on any erroneous BGP route announcement that may cause network instability or service interruption to network systems under your control.
3. Please stay vigilant and report immediately if there is any abnormality that would have impact on the Hong Kong Internet infrastructure by following the incident reporting mechanism using the attached report form.
