I don't have an Android device to test the bug for you. As for the issue with GIFs on iPad, here's the official response:
The GIF keyboard is not available on iPads. iOS can reproduce up to 16 videos at the same time, so on bigger screens this limit can be easily hit.
With the future Swift app, it should be possible to play more .mp4s at the same time, and it will be possible to show the GIF panel on iPads.
Have you tried using the Swift app (currently in beta)? I am not sure if this feature has been implemented or not.
