doesnt matter of CDN, its the dns server or the root server relied on dont have the record
usual case is ISP DNS server has the record from the root server, any user if they got the domain should announce to dns root or local server and exchange to dns root server.
but there is a case if the local server, or the root server or the responsible root server cant get the record, then all world cant go to the domain because no record cant resolve
maybe u can do tracert see whether dns server resolve problem or other you-afraid-wall problem

There are not just one DNS server
if they have to block, supposely the most easy way is to block traffic from hk
instead of doing filter from DNS level
They block DNS request from HK DNS
That`s mean no reply for HK operator DNS
